Agartala, June 1: The Agartala Municipal Corporation (AMC) has unveiled a budget of Rs 975.91 crore for the 2026-27 financial year, outlining an ambitious roadmap to transform the state capital into a clean, modern, congestion-free and citizen-friendly city.
Announcing the budget at a press conference held at the AMC conference hall on Monday, Agartala Mayor Dipak Majumder said the proposed financial plan has been designed without imposing any additional tax burden on residents.
The press conference was attended by Deputy Mayor Manika Das Datta, chairpersons of various municipal zones, Members-in-Council, the Additional Municipal Commissioner and other senior officials.
According to the budget estimates, AMC expects total receipts of Rs 974.93 crore against an expenditure of Rs 975.91 crore, resulting in a projected deficit of Rs 97.67 lakh. Of the total expenditure, Rs 836.45 crore has been earmarked for capital investments and infrastructure development.
To strengthen its own-source revenue generation, AMC has set a target of collecting Rs 80.19 crore through the ‘Swayamsiddha Agartala’ initiative. The corporation plans to introduce GIS-based property tax assessment, expand online building permission services and intensify monitoring through a dedicated task force.
In a significant step towards digital governance, AMC has introduced an e-budgeting system for the first time, marking a major shift towards modern municipal administration.
Addressing the city’s recurring waterlogging and flood-related challenges, the budget proposes investments of over Rs 27 crore for the construction of modern pump houses at Shakuntala Road, Satsang Ashram–Krishnanagar and Ramnagar. An additional Rs 4 crore has been allocated for the rejuvenation of the Katakhal canal.
To improve sanitation and public health, AMC has earmarked Rs 2.20 crore for the ‘Mosquito-Free Agartala’ programme and Rs 37.50 crore for solid waste management initiatives.
The Mayor said traffic decongestion remains a major priority. The budget includes plans for new parking zones, multi-level parking facilities and alternative vending zones for street vendors. Construction of a multi-level car parking facility with a capacity of 288 vehicles at the old motor stand area is nearing completion. Similar parking infrastructure has also been proposed at Howrah Development Park and the former TRTC site.
The corporation has announced major development projects worth Rs 168.14 crore, including a multi-storey mall and parking complex costing Rs 20 crore, redevelopment of Netaji Subhash Playground at an estimated cost of Rs 12 crore, footpath renovation projects worth Rs 10 crore, and construction of CC roads and RCC drains in Ramnagar and Battala areas.
In a first for the Northeast, AMC has initiated the process of issuing municipal bonds worth Rs 100 crore. The funds will be utilised to modernise major markets, including Maharajganj, Lake Chowmuhani, GB Market and Border Golchakkar Market.
The budget also proposes the construction of a modern community marriage hall at a cost of Rs 5 crore to benefit low-income and economically weaker sections of society.
With support from the Asian Development Bank, AMC will implement projects worth Rs 167 crore for the development of 19 kilometres of roads, modernisation of the city’s drainage network and construction of a 20 MLD water treatment plant. The initiative is expected to provide new drinking water connections to more than 6,500 households.
In the healthcare sector, AMC plans to upgrade Agartala Civil Hospital into the state’s first 50-bed paperless modern civil hospital equipped with X-ray facilities, ultrasonography, advanced laboratories, operation theatres, emergency services and specialist medical care.
The budget also includes provisions for the construction of pink toilets across various wards to enhance women’s safety and convenience, along with the establishment of nine new modern ward offices.
Describing the budget as a comprehensive blueprint for urban transformation, Mayor Dipak Majumder said the proposals are aimed at converting Agartala into a modern smart city while improving civic amenities and quality of life for residents.
