District Development Blueprint: SMART initiative by DM Khowai

Agartala, Sept 12: The newly-posted District Magistrate, Khowai- Chandni Chandran has come up with a new initiative to assess the development potential of the district in order to identify SMART projects in major sectors.
Integrated District Development Blueprint is the new initiative by the Khowai district administration to assess the development potential of the district in order to identify a set of Specific, Measurable, Achievable, Realistic and Timely (SMART) projects in all major social and economic sectors.
It is the first integrated development blueprint for any district in Tripura.
According to the memorandum, such a blueprint will build a holistic vision for the development of the district and help line departments to prepare action plans for their respective central and state schemes.
Resource mapping and project selection will be undertaken at the block level through a consultative process involving administration, police, all line departments, elected representatives and general public, the memorandum said.
In order to identify such projects, consultative meetings are planned in all six Blocks and Municipal Councils in the District under the chairpersonship of DM Khowai. The consultative meetings have already started from Sept 14.
There shall be a consultative meeting after 7 days of the first consultative meeting in which proper shape shall be given to the projects. Second consultative meeting will be followed by field visits and site verification jointly by BDOs/CEOs and line departments. In the second meeting, the projects shall be shortlisted along with tentative financial involvement in three categories short, medium and long term projects after one by one discussion.
Municipal Council and Block wise project screening committees will be formed by the CEOs and BDOs. The screening committee will finalize the list of works in short, medium and long term within 7 days after the 2nd meeting.
As per the memorandum, there is no earmarked fund for implementing the blueprint; the district administration will seek funds through various sources including CSR.
