Agartala, Aug 11 (PIB): Tripura has made significant progress in strengthening digital governance at the grassroots level, with all 1,194 gram panchayats and equivalent institutions in the state connected to the e-GramSwaraj- Public Financial Management System (PFMS) interface during the 2025-26 financial year.
According to data provided by the Union Ministry of Panchayati Raj, 1,192 gram panchayats and equivalent institutions in Tripura have also been brought under the online payment system, while 1,193 Gram Panchayat Development Plans (GPDPs) were uploaded on the e-GramSwaraj portal during the same financial year, a PIB press release said.
The Ministry of Panchayati Raj is implementing the e-Panchayat Mission Mode Project to strengthen digital governance across Panchayati Raj Institutions (PRIs) in the country. Under the initiative, platforms such as e-GramSwaraj and AuditOnline have been developed to facilitate digital planning, budgeting, accounting, auditing, asset management and monitoring of various panchayat activities.
The GPDPs are prepared through a participatory planning process and subsequently uploaded to the e-GramSwaraj portal.
For online payments and financial management, e-GramSwaraj has been integrated with the PFMS. The platform has also been linked with the Government e-Marketplace (GeM) for procurement of goods and services, Bhashini for multilingual AI-based services, BSNL for monitoring BharatNet connectivity and the India Meteorological Department (IMD) for weather-related information.
The Ministry is also conducting capacity-building programmes for elected representatives, panchayat secretaries and other panchayat personnel under the revamped Rashtriya Gram Swaraj Abhiyan.
The training programmes cover digital governance, effective use of e-Panchayat applications, preparation of Gram Panchayat Development Plans, information management and data-driven planning.
The Ministry said the training initiatives have resulted in increased adoption and use of e-Panchayat applications, while improving the digital capabilities of panchayat personnel and strengthening transparency and efficiency in the Panchayati Raj system.
Tripura’s performance in digital governance has been particularly notable. Of the 1,194 gram panchayats and equivalent institutions in the state in 2025-26, all 1,194 were connected to the e-GramSwaraj-PFMS interface, achieving 100% connectivity.
As many as 1,192 panchayats have access to online payment facilities, while 1,193 GPDPs were uploaded on e-GramSwaraj during the year.
The state has also made progress in digital auditing through AuditOnline. During the 2024-25 audit period, audit reports had been generated for 1,193 of the state’s 1,194 gram panchayats and equivalent institutions.
Tripura has also recorded growing participation in digital governance and capacity-building programmes.
Under digital governance/digital literacy training, 197 people participated in 2022-23, followed by 350 in 2023-24 and 300 in 2024-25. In the ongoing 2026-27 financial year, another 566 people had undergone training as of July 10.
Participation in training related to Panchayat Development Plans has also increased significantly. A total of 1,985 people underwent training in 2022-23, 3,050 in 2023-24, 12,084 in 2024-25 and 17,685 in 2025-26.
In the current 2026-27 financial year, another 6,604 people had participated in Panchayat Development Plan-related training as of July 10.
Union Minister for Panchayati Raj Rajiv Ranjan Singh provided the information in the Lok Sabha on Tuesday, highlighting the progress made by Tripura in adopting digital systems for grassroots governance.
